The issue is not related to the inner html settings.
There is something messed up with the files on your page. Please provide a link where we can check this.
I found the problem
on the page I entered a Server Site includes to include the menu
If I delete it, Medium Editor is correct
Now I have to look for the best position for inclusion
Unfortunately it seems that Server Site Include is incompatible with Medium Editor

I found the solution
If I delete the bootstrap.min.css link in the menu file, the inclusion does not disturb Medium Editor
It is annoying not being able to easily manage the graphic of the menu but the problem is solved
