Library Action Duplicate Doesn't Do Anything (with PHP)

Operating System: WIndows 10
Server Language: PHP

What do you think should happen?

When I select Duplicate for a Library Server Action, the Server Action should be duplicated.

What actually happens?

A duplicate does not appear.

@teodor, I just want to let you know that this is a real bug and not a result of me editing the PHP file!
