Same here. Was about to post this yesterday.
This had improved a few updates ago, but broke again in a later one.
Sometimes these binding and formatter bugs seem to be in a circular pattern -- fix one, break another. 
Must be a complicated component.

I thought having to parse the conditions to identify what can be shown in picker on client side would be the difficult task. But given the situation, I don't think its simple even without parsing conditions and just show everything which has output on.
There is another scenario where there can be multiple steps with same names.
I just hope they can figure this out for good.
