Expected behavior
I should be able to drag/drop actions in a server workflow
Actual behavior
I can drag/drop when I initially create the workflow, but if I try when editing the workflow, nothing is moved
How to reproduce
You can see in the video that I create a workflow with 3 comments. I then move those comments into the order desired top, middle, bottom. The workflow is saved, closed and I refresh the server panel. After reopening the workflow, I attempt to drag comments into new locations, but the file never indicates it is dirty (no blue dot) and if I save and reopen, the original order remains.
