Changing Layout in App Properties Doesn't Save

What do you think should happen?

Changing the layout on app properties should save the change.

What actually happens?

It says it changes but is still using the original layout and when you refresh it shows the original layout name. If you change the layout via code it works properly.

After you change the layout and save the page, is the layout actually changed in the code?

No, the code doesn’t change.

Can’t refresh the code and if I close it out and reopen nothing is changed.
