One of Wapplers feature is to be able to create clean code that can be exported . My question is, Is it also possible to import a complete working HTML CSS and Javascript project into Wappler ?

You can create a new Wappler project and just copy all the existing html/js/css files in that project in relevand folders.
It is not described, but you can just use Open a Wappler project folder or Open Existing Folder. When the folder is not a Wappler project it will create the .wappler folder there and use the files in the folder, so it is actually a kind of import.
