UI bug: I can move the Exec of a repeat to outside

Expected behavior

Steps inside the Exec of a Repeat, when attempted to move outside, should move without carrying the Exec

Actual behavior

I suspect this breaks stuff

How to reproduce

Create a Repeat step, and put some steps inside. Then, move the Exec outside the Repeat
