Toggle comment keys not working on MacOS

I click on CMD + / and instead of commenting code it opens the help menu in the top bar

By default the shortcut for the help menu should be SHIFT+CMD+/ (CMD+?). At least for a US keyboard. What kind of keyboard layout do you use?
