Show the step’s name as global name if name is empty
Same as your other topic - why would you want this?
Setting only global name was introduced a few updates back, as it was requested quite a lot.
Yes, in the screenshot above I set just the global name, however, in the tree view, it’s like this:
Set Value = hi
Instead of something more preferably:
Set Value ff = hi
(ff is the global name in the screenshot)
The idea is to fallback to the global name in the tree’s UI view if the name is empty
In server action workflows as well: when only a Global Name is defined, the display shows nothing, not the Global Name. It makes it harder to work when the blocks have no label or we have to enter a display only non-conflicting local label. It'd be nice to just see the Global Names.

All these Set Values have Global Names but they don't appear.
