Does one have to have a preloader tag for every server action you want to run on page? and then set the preloader to show when action is executing? So 10 actions = 10 preloaders?

The preloader component waits for all the data and images to load, then it disappears.
So you only need one per page.
Thanks - so just to be sure, if you refresh data it will pick it up automatically and run the preloader every time data is refreshed through app connect?

every time your server action start and end to get the data from the server
