$_PARAMS not availabe under data binding of Validate Data in Library

Steps to reproduce

1. Add a Library Action.
2. Add a variable under $_PARAMS.
3. Add a Validate Data step.
4. Click icon under Expression.
5. $_PARAM is not listed.
