Dragging server actions to new location reverses order

Expected behavior

The order of server actions that are drag/dropped to a new location, should retain their original step order

Actual behavior

The steps are re-ordered depending on the order of the steps selected.

How to reproduce

See the attached video.

If the first drag/drop, I select an action, and the one below it. I then drag to new location and everything works as expected.

However I then select an action and the one above it. When dragged, the order of the actions reverses.

Drag/drop works in the sequence you select the steps.
It could bee seen as a feature as well. :sweat_smile:

Bump...I still see this as a bug. The order of actions should be preserved regardless of the order which they are selected.

This also happens to me when using copy paste (with server actions). Usually the last step goes first and the rest follows in normal order.

I was hoping this would be fixed in the latest beta 26 update but it's not. It's counter-intuitive for things to reorder themselves automatically just because the user selected them in a different order.
