Default to `partials` folder for `Move To Separate File` in PHP

Problem description

For Move To Separate File:
in NodeJS, defaults to partials folder.
in PHP for Include File, it defaults to www folder.

It should be consistent for both.

I think we still got some work there left for moving content to partials for the new routing in PHP.
