Is there a CMS template that has the basic things already build in like user login, admin panel, blog setup, etc… That one could start with and add onto? Is this something others offer or would be interested in?
This is doable and something that is worthwhile creating. It takes time and lots of thought to create a universal template.
At the moment, there is no ready made template for Wappler.
Having said that, Wappler does make it very easy to create your own bespoke CMS system as many of us are doing right now.

It’s currently not really easy to do this as these actions require a connection to your database server which is different for different users. If there was such a template, you would need to ensure the database, tables and columns are identical to the ones defined in the server action.
Of course we can export a db tables dump which users can import in their own database, but not all users here are experienced and this will only lead to confusion 
Such templates will be available once we integrate the database creation tools in Wappler
