How to reproduce

1. Create a new html page
2. Add App Connect local Framework
3. Add Bootstrap 4 local Framework
4. Switch to the Bootstrap 4 local Flatly Theme
   a. bootstap.min.js is duplicated in error
5. Switch to the Bootstrap 4 local Cerulean Theme
   a. bootstap.min.js and popper.min.js are both duplicated in error

Hi Paul,
We were able to recreate this issue and will check it now.
It will be fixed in the next update.
