Can't select elements on a newly opened page - W4B3

Expected behavior

What do you think should happen?

Open New Page > I should be able to get to work and start selecting elements visually in the design view.

Actual behavior

What actually happens?

top left corner the ‘body’ tag is displayed in design view and I am unable to select any page elements within the design view window.

To overcome this I refresh the page, then I can.

This still happens in B4.

I often also get the experience where it randomly (so hard to reproduce) just freezes on the page and I can’t select any elements unless I refresh the page.
