I’m on iOS 13. But it is weird anyway. You are just one version behind and safari should render correctly. Does it happen always?
maybe async loading ordering is a bit strange… also on your screen I see quickly similar „effect“…
That was actually me when tapping in demos. I moved the page slightly off-canvas. Sloppy fingers 
I think Bootstraps “responsive” tables are still ridicolous anyways.
In 2019 and even mutch earlier I expect tables to switch from aligning data horizontal to vertical when there is not enough width on the screen.

That is possible with this component. There is an extension that will change row view to card view.
It certainly wouldn’t be a good idea to make such a change - the way it works by default will often be a better solution and it’s not a good idea to make such changes retrospectively.
However, the way you suggest is also a good option and can easily be accomplished in Wappler with some CSS.
