Best way to always get server GMT timezone value?

What will be the best way to always get the GMT timezone value of the server? And taking into consideration daylight savings…

So that i can get a value of say 2 or -4 or whatever.

If i use NOW_UCT time and offset the hours, against the server time will that give me the real value for GMT timezone?
