B7v9+ Server Action Step Double Click Not Doing What I Expected

Expected behavior

What do you think should happen?

With the new double click feature for Server Action Steps in b7v9+, when I double click on an action like Set Value, I was expecting to see the Server Data Bindings window like this:

Actual behavior

What actually happens?

I see a strange Schema Editor window like this. I don't know what to do with this window. This feels like a bug, but maybe it is a new feature I don't know how to use!
