AppConnect Include file as main menu

How do I create a reusable dynamic navigation main menu with access to a browser module and serverconnect modules? I haven't been able to find documentation, and when I make it on the page as a header and save it as an include, then import it to a new page, it only works correctly on the page it was created in, but not on new pages.

I do not understand why this would not work.
