Security Provider Enforcer - the window appears, but is it empty ?!

Good morning to all Wapplers, I wanted to create a restricted access page, so following the step by step guide, I came to the point of: On the page concerned: select APP click on “Security Provider Enforcer” The window opens, but is it empty ?! I can’t go on, I just can’t understand why and I’m stuck.
