[Routing Manager] Layout selection in PHP differs from NodeJS

Problem description

Layout selection in PHP should be a dropdown menu same as in NodeJS.

NodeJS:

Node.js layouts can be easily be identified as they always reside in a separate folder hence dropdown simpy lists the layout folder contents.
Not the case in PHP?

But content page displays as dropdown.
