PWA Database dependent app

Hi all,
I need some information on the design and implementation of PWAs.

I have a client who requires the development of a CRM and my initial thoughts a PWA would provide just what they need.

I am unclear as to how such an app would respond when the user is offline when searching viewing or editing database records.

Can anyone give me guidance and advice on how to develop such an app?
