Some how I closed my right side panel and I can get it back. Feel like a noob for even aasking but I can't figure it out.
That's not really enough information for us to help you.
Have you looked in the network and console logs in the browser from web developer tools?
Don't worry about that I've been around a while and still feel that way some days! 
Another thing that may be worth checking is 'Scaling' in your Display Settings for your monitor if the above do not work for you. You may need to lower the Scaling Percentage for your display...
I think I messed it up some how when I installed beta, I tried to reset the panels with no luck
Don't you have an icon there?
PS: In my case the shortcut works with ALT + 3
