Disable action step in flows doesn't save

Problem description

Disable action step in flows not saving. Therefore all steps will run.

Steps to reproduce

  1. Create a flow
  2. Add a few steps
  3. Disable and save
  4. Open flow.

This also happens on Windows.

ok, not urgent but usefull when debugging or try to understand how flows reacts.
