I tried all ways to get the first select to do this on its own but it kept failing on the initial page load.

There was a bug fixed few weeks ago:

Exactly yesterday tried to use data from api action as data source for a select and is not taking it on ac2, but it works on ac1..
It's related?

Is app connect updated to latest version?
